File your annual and statutory forms (Filings)

Last updated: July 9, 2026

What this does

Filings prepares your statutory submissions as a guided workflow: Cloudby computes the figures from your payroll, you review and lock them, then download the official forms. It covers the year-end set and the on-request statements.

  • Annual Tax Filing produces the year-of-assessment set: Borang EA (C.P.8A) for each employee, plus Form E and the C.P.8D submission file for LHDN.
  • PCB 2(II) is a per-employee statement of monthly tax deductions (MTD) for a year, issued on request.
  • CP58 is the S.83A statement of incentives paid to agents and dealers.

Open Filings

Go to Menu > Payroll > Filings. You see the filings you can start and a list of the filings you have already made, which you can filter by status and year.

Start a filing

  1. Click the filing you need, for example Annual Tax Filing.
  2. Set the year and any other parameter the form asks for.
  3. Generate. Cloudby reads that year’s payroll runs, computes each employee’s figures, and creates a Draft.

Review and fix

  1. Open the draft. Each employee shows their computed figures and any validation messages.
  2. Resolve anything flagged as an issue.
  3. Fill any enrichment fields: details the form needs that do not come from payroll. Cloudby prompts you for them.

Lock it

When the numbers are right, lock the filing. A locked filing is frozen, so the figures cannot drift. If payroll changes while a filing is still a draft, Cloudby marks it stale so you know to regenerate before you rely on it.

Download and submit

  1. From a locked filing, download the outputs: the EA (C.P.8A) to give each employee, and Form E with the C.P.8D file to lodge with LHDN.
  2. Give the EA forms to your employees, and submit Form E and C.P.8D on the LHDN e-Filing portal.
  3. Mark the filing Issued to record that it is done.

Amend after issuing

If figures change after you have issued, create a new filing that supersedes the previous one. The earlier filing becomes Superseded, so you keep a clean, auditable history of what was filed and when.

Deadlines. Form E and C.P.8D are due to LHDN by 31 March; give employees their EA by the end of February. The Payroll dashboard tracks the annual filing season for you.
Monthly remittance is separate. The monthly PERKESO (SOCSO, EIS, SKBBK) and PCB remittance files come from Statutory forms, generated per run. Filings is for the annual and on-request statements.

The statuses

  • Draft: generated and still editable (flagged stale if payroll changes).
  • Locked: frozen and ready to output.
  • Issued: filed with LHDN and handed to employees.
  • Superseded: replaced by a later, amended filing.
