Statutory filings

Last updated: July 9, 2026

Filings is where Cloudby turns your payroll into the forms you owe the authorities. It is a workflow, not a one-click export: Cloudby computes each employee from your payroll runs, you review and lock the figures, then download the official documents.

What it produces

  • Annual Tax Filing (year of assessment): Borang EA (C.P.8A) for each employee, Form E, and the C.P.8D submission file for LHDN.
  • PCB 2(II): a per-employee statement of monthly tax deductions (MTD) for a year.
  • CP58: the section 83A statement of incentives paid to agents and dealers.

How it behaves

Generate, then lock

A filing is generated from the year’s payroll, computing every employee. While it is a Draft it can be regenerated, and Cloudby marks it stale if the underlying payroll changes. Locking freezes the figures; marking it Issued records that it has been filed.

Review and enrichment

Each employee is validated, and a form may need details that do not live in payroll (enrichment fields). Cloudby prompts for these before you lock.

Amendments

A corrected filing supersedes the earlier one, which becomes Superseded, so the record of what was filed, and when, stays intact.

Statuses

Draft, Locked, Issued, Superseded.

Forms and Filings

Monthly remittance files (PERKESO SOCSO, EIS and SKBBK, and monthly PCB) come from the per-run Statutory Forms generator. Filings is for the annual set and the on-request statements.
